All officers  and other persons concerned in the performance of any function under this Act shall, in the performance of such function, follow any order, direction or instructions issued by the Board, from time to time: 

Provided that no such order, direction or instructions shall be issued which may interfere with the discretion of the Joint Additional Tax Commissioner (Appeals) or the Commissioner (Appeals) in conducting the appellate proceedings.
